LPSC Waiver Scheme for Delhi Jal Board Water Bills

For many years, people in Delhi have been troubled by incorrect and high water bills. Residents have been waiting for a scheme that could give them some relief from these wrong bills. Finally, the Delhi Government has announced a new plan to help — the LPSC Waiver Scheme.
What is the LPSC Waiver Scheme?
Under the new LPSC Waiver Scheme, the Delhi Government has provided major relief to residents struggling with inflated water bills. LPSC, or Late Payment Surcharge, is an extra charge added to your water bill when you don’t pay it on time — usually 5% per month, which keeps increasing every billing cycle. For example, if your bill was ₹100 and remained unpaid, it could become ₹178 in a year due to this compounded surcharge.
Many people have been facing such inflated bills for years — some for 3, 4, 5, or even 8 years. Under this new scheme, the government has decided to reduce the surcharge from 5% to 2%, giving consumers a 3% relief on these extra charges. The Delhi Jal Board (DJB) will recalculate the total bill based on the new 2% rate and issue a fresh bill accordingly. This means residents will no longer have to pay the heavy late payment surcharge that had accumulated over time.
The scheme was officially launched by Delhi Chief Minister Rekha Gupta, who also announced several important reforms related to the Delhi Jal Board.
Who Can Avail the Scheme?
This scheme is only for domestic consumers — that is, households using water for home purposes. Commercial users are not included in this plan.
According to government data, domestic consumers in Delhi have unpaid bills worth around ₹16,000 crore. Out of this, ₹11,000 crore is due to LPSC (late fees), and ₹5,000 crore is the actual water bill amount. Now, only 2% LPSC will be calculated on these bills, helping residents save a large amount.
Last Date for Payment
To get the full benefit of the LPSC waiver, consumers must pay their bills by 31st January 2026.
>If they miss this date but make the payment within the next two months (till 31st March 2026), they will still get the benefit — but only 70% of the total waiver.
No Need to Visit DJB Offices
As per the latest updates, residents do not need to visit Delhi Jal Board offices to avail of this benefit. The recalculated bills will be automatically generated and shared with consumers.
Legalising Illegal Water Connections
Along with the LPSC waiver, the government has introduced another important reform for people who have illegal water connections.
If the Delhi Jal Board’s water pipeline passes through your street and you have taken an illegal connection from it, you can now make it legal by paying just:

₹1,000 for domestic connections

₹5,000 for commercial connections
Earlier, people had to pay ₹25,000 to legalise such connections.
Once you pay the new fee, your water connection will become official. The DJB will install a water meter and generate a connection number for you.
Final Words
Delhi’s Water Minister, Parvesh Verma, shared details about the scheme after the 174th Delhi Jal Board meeting. He explained that the water department has been facing financial challenges for years, while citizens were suffering from huge incorrect bills. After reviewing the issue, the government decided to reduce the LPSC rate from 5% to 2% to provide relief to the public.
This move by the Delhi Government is expected to ease the financial burden on thousands of households and help bring fairness to the city’s water billing system.
